保险业 is bussiness, have loss or gain. If FL has a huge storm, Ins

may loss, that is why one Ins. often lets other ins.  have partial of business to split the risk, of course split the profit too.
In terms of OB care, it is kind of special-----it forces everybody to buy insurance from private insurances, but has little Cap how much Insurance, Doc. hospital would charge patients, unlike Europeans, everybody pays tax if he/she has income, but also put the cap how much doc. hospital can charge. So OB's model would benefit Insurance-----more customers but no price restriction, low incomers------get subsided,  at the price of middle class and above paying more
