sell by owner house

a house was listed by TheMLSonline.com. It does say "Buyer Broker Compensation (%): 2.25NSP". However my agent is not so actively willing to bring to that house. Is that because the seller is more willing to sell the house to a buyer without an agent?

The house is a detached condo, with only $45/m fee for septic system.

What do you think about the condo? In this case the fee is so low I would think it is almost equivalent to single family house. The house owner has to take care of everything on the property.
