It follows stocks on a day to day basis and at same time banks take out interest and principal for the loans they lent to the fund when buy the other 2X. At begining the interest rate is ~7% but due to the drop of fund value, it may reach 50-100% interest. You never know. It is created for the gamblers and fools.
