Title company has no authority to cancel an executed contract.

Escrow fee is also regulated. It's just not as tight as title policy. You can present their charge, and their fee schedule to State Real Estate Commission. If they threaten to cancel the deal, email with them so that you have some evidence. Present to the Commission as well. They may be forced to shut down.
