In situ process costs $30 dollars more per barrel. majority of the sand close to surface has already been touched. The average cost of surface sand is $55 per barrel without adding environmental cost. The in situ sand costs about $85 dollars per barrel. In summary, there are two extra costs in the very near future. 1. Canadian government will enforce the water treatment wich will add another $5 per barrel. 2. the US government will charge a carbon tax for syncrude imported from Canada. Those are only first steps for adding environmental costs. by 2020, the cost of producing syncrude from sand will be over $100 per barrel in today's dollar, in compariosn with $8 per barrel in Saudi's oil field.

Under California’s regulation, tar sands oil could cost producers another $11.40 per barrel in 2020. Add that to today’s generally accepted $60-a-barrel cost, $1 to $4 a barrel for tailings ponds remediation, the $5 to $35 per barrel of additional costs for in situ production, and yet more expenses from the additional water treatment necessary for in situ, and production costs potentially climb to around $115 per barrel. That’s not counting any unexpected liabilities from health issue.
