Can I use top soil for our vegetable garden?

Question: Can I mix top soil with organic compost for my vegetable garden? Someone said that top soil is not for vegetable garden and recommended me to use garden soil only or mixed it up with organic compost. But garden soil is very expensive and top soil is much cheaper. Can I use some top soil? Your advice would be appreciated.

2. The original owner has a dog playground

3. I want to change the dog playground into a vegetable garden and made a garden bed.

4. I mixed garden soil with organic compost

5. Fill the soil in the first block and planted some vegetables

6. Suddenly I saw a great blue heron in our backyard

7. The great blue heron walked away. We actually like our backyard and was playing to install a playset there for our kids. But the president of our home owner association told us that there are alligators in the lake. We are scared.
