rich people pay more for homes. Statistically, tehy have better students. Then the school gets better and then the homes become more expensive. Only the very rich can get the house then. so on and so forth. The whole school district becomes statsistically better than other schools.
Since the homes are more expensive, property tax income is better. So school has more $$ to hire more GC and better teachers.
Overall, it is a positive cycle.
The best case is that is a positive cycle.
