haha, if your friends interest in go beyond this limitation, have them talk to few small banks, ask about their lending policy, look for a bank that hold their own loan portfolio, start with a checking account on day to day operation, then gradually put some money in CD, like 100k or so, I bet after 1 year, this bank will work with them...
