Since you have a traditional IRA with the bank, it should be quite easy to add a Roth IRA. It takes a few minutes to fill the form online or call them. Transferring money to the Roth IRA account may take longer time. If you do not satisfy with the bank, you can always open IRA accounts with other financial institutions later on and transfer out of the bank. I personally do not like to deal with banks for such business.

There is really no easy answer for funding IRA or not. It depends on what you income level is for today and future, and what you expenses are.
