In Mao Anying TV series about 华北土改中. There is a scene where Mao Anying attempted to correct the 过激行为 against a good landlord. I remember the head of the Work Group said he was executing the order from a 中央 leader. I wonder who that 中央 leader was. Mao, Zhou, and Ren were in north Shensi. Liu and Zhu were in north China in charge of 土改.
I know it's just a TV series, not history. But still...
