Which 法国领事馆 did you go that has all those new requirement?
2 of 3 新规则 you mentioned are not new, at least they are the same when I went a year and a half ago in NY.

1）银行账户要打印3个月。。（以前2个月）
This one sounds new. But I didn't see it on the website.
2）旅游保险一定要严格注明4万美元以上。。（以前不要求金额）
This has always been their requirement.
3）工资单要打印3个月。。。（以前不要求）
It always says 3 pay stubs on the website.
