They are waiting for them to move all their money in foreign banks before they release the docuement.

By the way, some western countries provide safe haven for these criminals. Why the Chinese government does not accuse these foreign governments of aiding criminals? US would launch military attack on any country that hide terrorists. The Chinese Foreign Ministry simetimes need to be on the affensive.
