I am asking so because it is so difficult to get visa appointment at Vancouver and
-He does not need to go out of U.S. and just file I-539 to change H4 status to f1 within U.S.

Is it possible to simply use F1 visa with university A and I-20 from University B at the border?
-Yes. If he does not want to change the H4 status to F1 status within U.S., just go out of U.S. (e.g. Canada) using the previous F1 which is still valid with the I-20 from University B to come back and get an new I-94 (F1).
