I am not sure whether it is true, but it is possible that going to a foreign college might be viewed as an easy way out. Similar to seeing an American going to a foreign country for Medical school.
I made a comment relating to this a few days ago.
I know someone who went to University of Toronto. The girl is from Boston area. The parents did mention that they saved quite some money. However, one problem associated with going to a foreign college is that the US employer might not be familar with the rankings of the school and probably do not go on campus to recruit. Thus, the graduates might have a hard time landing a job in the US.
