I am not sure about 2.
The problems mentioned in 1 are not big ones. a lot of good preschools are little old, do not have much new toys, but as long as kids there are happy and do not get sick more often. It is ok with me.
Can not warm up lunch is not great, but you can figure out some food that are ok to eat at room temperature. Some kids do not eat much at lunch.
