斥鷃,鲲鸡 most likely refer to Lin Piao. Who dares to bully and ridicule 大鸟, 老鹰 other than Lin? Remember the argument that Lo disagreed with Lin's saying that Mao's thought has reached the pinnacle of Marxism? Mao did make some changes to his poems in 1975. I do not believe this one was one of those poems. I can be wrong.
