Please help - Pjiang and other superman/woman

My manager and her boss strongly support my GC application but HR hesitates, stating it's hard to convince DOL no qualified US workers to my post. How do I convince the HR and initiate my application? Tons of thanks.

Employer: Big pharma (company sponsors thousands of foreign scientists, but none in the accounting dept. I am the first to eat the crab in the function. so please help)

My job: Principal Accountant of SEC reporting

Experiences: 8+yr including 2+yr big four accounting firm and the other in financial institutions.

Education: MBA
Certification: CPA

Thought i qualified a smooth GC application but apparently I need your help and would very much appreciate it.
