Don't worry about "At will". All the companies in California will include this line in the job offer. It's standard. Company can let you go at anytime, you can also say bye to the company at anytime. So this line makes both you and the company easier when you find a better job and want to change. So you should be happy. Don't worry about it.
Sometime offer by email is normal. Since everything is electrnonized in these days. So get a offer by email has nothing to do with the company is good or bad. Don't worry about it.
School degree verification, don't worry about it. Let them take their time to do it.
What you need to do is: Now you have the power to do some real negotiation with them (if you didn't get chance to talk with them before). Think about what you really want, Salary, Stock, Green Card, atc.. Then make a appintment with them, talk it one by one.
Don't be horry to sign the ofer letter.
Only sign the letter ater you really happy about it.

You do not have the power to negotiate it before because you didn't get the offer on paper. Now you get it, this is the time when the real negotiate should start. Many Chinese people don't know it.
