Yes, you and your hu*****and can change H-4, H-1 to B2 status because there is no immigrant intent issue. Be very careful in preparing the I-539 application. You must state the reason for changing to B-2. Must provide sufficient financial means during the B-2 stay and provide a copy of airline ticket returning home.

If your hu*****and spent some time abroad (doesn't have to be continuously) in H-1B status, you can recapture the time spent abroad.
