Well, F1 reinstatement usually have a good chance in the case scenerio you described.
You can continue (and should speed up) study during the appeal and hope to get degree before the decision made (in case it is denied again) If denied, you can't change to another non-immigrant status, but at least you get your degree.
If failed, your only chance to be in US again is re-enter with a new visa stamp, which will also depend on what date they determine the start date to accrue illegal presence.
