Depends.

I think Chinese can tell Chinese jokes; but others should not tell Chinese jokes to Chinese. (Remember Seinfeld about dentist?) Of course, if you do not mind, and your close friends know you do not mind, they might tell Chinese jokes and you can laugh with them. (An American friend mentioned that his Polish neighbor has no problem listening and telling Polish jokes.)

Don't tell racial jokes to the people whose race is in the joke.
