坚决支持限制申请hypsm数量，如果只能申请一所，俺日子就好过了

一个扫不到就死心了，扫到一个就开心了，扫到两个就得纠结，扫到更多就揪心。

俺娃现在已经扫到两个，估计还能多扫几个，老婆又开始闹腾了，烦。
