Early Decision application suggestion wanted! Thanks!

My nephew in Beijing is applying for colleges this fall.

His stats are:

GPA: top 5% in his school (Renming University Affiliated High School)

TOEFL: 106

SAT I: 2100

SAT II: Math 800, Physics 800, Chemistry 740

AP: Math BC 4, Chemistry 4, Physics B, 5

AMC 10: 110.

He is considering ED Duke. Is it a reach for him to apply early decision for Duke?

Any other schools are within his reach?

He is retaking SAT I in October.
