It has nothing to do with the waiting list candidates.  If Yale's yield is 70% and Yale needs 1400 students, the Yale will admit 2000 students.  Yale rarely admits from waiting list since its yield is so stable and is increasing in the past few years due to great financial aid.  The only possibility Yale admits from waiting list is suddenly its yield drops at a particular year (over testimated yield) and Yale cannot have 1400 students and thus takes some from waiting list.
