这是condo document里面的，在rights of first mortgagee 下面：

The Association shall render the following written waranties which shall be binding upon the Association.
9. That, if such be true, 80% or some lesser percentage of the Unites are owned by individuals for use as promary year-round residences.

是说小区不多于80％的房屋是primary residences??  为什么还规定一个上限？还是我彻底就理解错了。
