no tax increase any time, even if it is for school

it could go for school's admin, not classroom. Even if it goes for classroom now, it may not be in the future, But once tax is increased, it will be there forever.

I remember that I heard or read an article, the staff/teacher ratio in public colleges increased dramatically.
