Don't encourage this thing happen.

The issues I see:

1.the tenant may not afford the rent, how can you get your difference? The tenant has more power to kick landlord ass because he catches your tail. 

2.Once house commission finds this hiding area, it will kick you out of the section8 program. 

This is market. If you have bright choice, why go to the dark side? We are part of community and should make this community better.
