Do you know what's the old law about? Does that mean we don't have to report 1099 for handyman payment since now?

正纠结什么时候问问坦子里的大师前辈，敲中文太麻烦，英文又写不好. 一直拖着: 我花了些银子用于整出租房，没有handyman的SSN，没法给1099, 但有收据, 如果我不能用作deduction，是否可以add them to house value for deppreciation, do I also have to give 1099 to IRS for handyman services?
