大家有遇到过这种情况吗？“quit claim deed from the City”

在closing之前，title company 发email如下：

There was a vacant street that is now part of the property that we needed a quit claim deed from the City. This was drafted, but I was informed that the quit claim deed needs to be approved at the City Council meeting on October *** which is after our closing day of October ***. I unfortunately was informed today that we can’t close without a copy of the signed quit claim deed. There is too much uncertainty if the City did not approve this. We wouldn’t be able to insure the buyers’. Below is a photo of the property. The southeast of the blue line to the road is the portion of the vacated road that is now part of the property.
