地主不是房客的妈。屋子里面脏了不用地主管，邻居吵闹不归地主管。

那么你问，地主是干什么的？landlord's obligation is to provide habitable dwelling.  The lease contains implied warranty of habitability (可居住保证).  The warranty of habitability includes working plumbing, working electricity, working heat and AC, working appliances, security and privacy of working windows and doors, healthy and safe structures. 

The implied warranty of habilitability does not include providing new paint, new appliance, new toilet.  As long as these items are working, the landlord is fine. 

Noisy neighbor is NOT an issue of the habitability of the dwelling.
