怎样判断roof是该修还是该换

2200 sqft的一层楼的投资房，要长期持有的，inspector说至少有七八处shingle脱落，好几处decking plywood烂了，还有三处fascia烂了, 说definitely need full replacement. 我的general inspector 看了觉得没这么糟，建议该修的地方修好就行，说感觉shingle本身还可以，没坏的地方还能再撑五到十年。他说修理$3200， 全换$7000。他的理念是屋顶其实比想象的能last更久，修修补补能撑很多年。全换的话insurance会有$100/year credit.

想问问大神们，投资房的屋顶什么时候该换呢？租客是只有在漏水时才report的，是不是漏水发生过数次后才需考虑换呢？
