The question is not what a percentage of cut you want to make an offer but what is your goal. You need to have a goal at which you will derive the target ROI.

Since REO's are mostly AS IS, you need to make a carefor inspection before making an offer to under what repair cost will be needed and any potential of improving your future gain (such as the possibility of addition and changes in configuation).
