我能拒绝收入不够的disabled Veteran 吗？

请教，有一个disabled Veteran 申请人，打电话来想租我的房，他是个Marine disabled Veteran(not physical, mental disable)，每月stipend $2656, Catholic charities( an organization)会替他和他妻子付押金和第一月的租金，然后自己从第二个月付。 房租一千四百一个月，每月工资两千六百五十六远低于三倍房租。如果用收入不够拒绝他会不会有歧视的麻烦？谢谢。
