Though sometimes this is a cause-effect issue - because many Chinese tend not to give, or give very little tips, causing many workers in service industry, especially in low-end of the spectum, have a perception that they dont need to provide much service to Chinese, because they are so cheap.

This is a sad, but persistent issue, and being perpectuate by article like the one zt here.
