There are lots of hotels. As long as you don't stay at 4 or 5 star hotel, it is not that expensive. I suggest you stay at "changan" street area, though hotels are not as cheap as other districts, it is very conveninent to visit most famous sightseeing places.
There is no package ticket for the parks. Besides I don't think park tickets are expensive. For instance, ticket for "forbidden city" is RMB50. ( do you think it is expensive?! )
