Just came back from Portugal, I can't not agree with your rating

During the 2 weeks self-driving trip in Portugal, I found the highway systerm is almost perfect unless the charge/fee is high, In the most small cities and towns, Dring is not complicated, the only exception is in Lisbon. So I give the rating for Portugal is No.2.
