If you pay close attention, you probably would realize the "step pools" are all just a small area at the top of the fall, look closely to the stacks at the top.

Unless you are a very avid hiker, I wouldn't hike 10x2 miles for this - it looks very beautiful because it only pictures a small area. There is one picture that is taken from the top, outside edge of the fall, you can see both the fall and the pool are relatively small.

Pictures can be deceiving, imo.
