it is hotel dependent, not country or booking site

I booked 4 hotels in Spain earlier this year through booking.com using Capital One, one of them charged my CC immediately. Later I found out they did claim that in the payment section (charge first, then refund if you cancel in time).

Have been using Capital One for 2 years, quite happy with it. Only problem I had was trying to book a Spain train ticket online, it failed authentication multiple times, had to use other credit card to finish the purchase.
