It is pretty cold at the end of March, especially when you're on the Effel Tower. Remember to bundle up. If you speak English, you shouldn't have any problem in Paris. People are friendly at least I felt that way. I got plenty info from the internet including the city map, sub-way map and open hours of various places. So enjoy!
