I have experience in 2000 when I flew from Shanghai-Tokyo-NY, I just show my China passport and US green card and got shore pass at airport.
The thing you should pay attention is that you have to stay exact 72 hours in Japan. I had been asked to stay in airport to wait for 2 hours before issue me shore pass since I arrived at 1pm and departed at 3pm, 3 days later.
