It would be the same as applying for Canadian visitor's visas. Go to the consulate's website. They have a comprehensive package there.

Check the website. They have a list of the current processing days at each consulate. It may take anywhere from a week to several months, depending on your case.

NO. They will not let you board the cruise ship.
