In other words, there is no personal knowing.

But that doesn't prevent a "person" from trying to know as much as he wants. The person's knowledge is always incorrecct. When a "person" (EGO) finds out all his effort is useless, "he" sinks into despair. Miraculously, the energy we call a "person" could self implode and that energy could vaporize like thin air. What is left is "what is”。

For "what is", there is no loss when the energy of ego is there, there is no gain when the energy of ego is not there. "What is" has no care and no knowing. But this doesn't prevent "what is" to appear as "all knowing and all knowledge" which is like a dreaming.

"What is" is another pointer pointing to unspeakable THAT or SELF.

这就是佛祖在《心经》中说“没有智慧”的意思。
