It is not very productive blaming others not helping you enough. China's pollution is mostly due to abusive and wasteful development. No one forced China to become the world factory.

Ignorance is not any excuse. Not matter whose fault it is, Chinese will pay the cost of pollution. The sooner they start, the better it will be.
