If you use taxi, the driver

know the shortest way. If you take public transportation, e.g. bus, train, then I suggest you go to Taipei first. Get off the bus at the northeast part of the city, say Sung Shan airport. Ask around for local bus infomation or hire taxi there. Taipei is compact. From the city center (N.E. corner) won't cost you too much with taxi.
