About suing police

In Ad. Greespan's book - one of the most famouse lawyer in north America, he writes "Your best lawyer are your mother, only she care about you and fight for you withour fearing lose." Police, Prosecutor, Judge and lawyer are budies, family and cusions. They, according to regulations and laws, can not socially associate. But, pratically, they are same interest share holders and they ARE freinds. So it is very difficult to ask a criminal lawyer to sue goverment and police, and even it will be harder for your case to let your criminal lawyer to know you will sue the police. You should hire a civil lawyer to sue a lawyer. The correct procedure is that you win this case, and then you hire a civil lawyer to sue police.
But the point is whether you will win more than you lose. Or you would like to pay an expensive civil lawyer and fight for your emotion duresses. It depends on you.

In your case, you can not sue a police since police in north America have too much power. And even they did a wrong arrest, you still can not sue them. But you do have the chance to sue goverment for their mistake not sending you the information about your diver licence suspension. But goverment lie all times, you can not get proof that they did not send the suspension letter. So it will be very difficult for you to sue goverment.

Anyhow, you can try aply for the law of "Freedom of Information and Protection of Privacy Act" first to get information that if they send you a letter on the issue, then start your civil procedure.
