I was told that bald eagles are generally skettish

I actually saw bald eagles 3,or 4 times in metroparks. But they were too far away. So I tried to get close. Before I even got close they were long gone. Last Saturday saw another pair in Ottawa NWR. The whole trail leading to that area was closed because the eagle was hatching.
