It is not possible to make any estimates regarding potential EB3 cut-off dates at this time. Your method is really way too linear and overly simplifies the dynamics of quota number estimation. If you made the formula in 2004, when EB3 numbers were wide open. Would you have made the inference that EB3 would never need to wait for quota?
