 It's an interesting thing to translate this. There is no such concept in the United States and the rest of the Western World. It would be hard to explain this to someone here. But let's still try:

Confess and get a lesser charge,
Refuse and get a more serious charge.

People should not confuse this with plea bargains. In plea bargains, the charges remain the same but the sentencing can be flexible. In Chinese laws, this decree violates the spirit of law. Basically suspects are already considered guilty when they confess. Charges automatically become sentences when a suspect confess under threats. This is one of the most egregious differences between the Chinese and Western interpretations of criminal due processes.
