Potential problem of this kind of infrastructure in Africa is ..

that it has to be maintained properly. We Chinese are able to build and maintain it. What about these locals? 5 or 10 years down in the road, who are going to do it? If locals do it, they must be trained properly. The process must be self sustainable : local people, management and trains(tracks, engines, cars, stations and etc) as system must work together 

withoht Chinese I highly doubt it, otherwise Africa would not be like what it is now
