Breaking up PetroChina might help on competition, but it might make pollution even worse. The mom-and-pop coal mines are the worst in safety and emission records.
3. The standards of emissions were not created by SEPA of China. What a joke. Of course it was made by SEPA. Don't blame it on others. Who invited the state-owned enterprises to make the regulations? The responsibilities of protecting the environment lies squarely with the government.
